Youngblood, Tyler & Associates is ideally sized to give you the highest level of personal service at every phase of a project. We employ 25-35 talented people with extensive knowledge in the Civil Engineering and Surveying professions. We focus on retaining our employees by promoting within as well as progressive training. Our principals jointly have over 100 years experience with our company.

PRINCIPALS


Anne W. Tignor, P.E.
President & Treasurer

Anne Tignor, President and Treasurer of Youngblood, Tyler & Associates, P.C., began working with our company in 1988 as an Engineer-in-Training at a time when few women were in the civil engineering profession. During an interview with the publication “Woman Engineer” in 2002, Anne stated she became an engineer after much publicity about a projected shortage of engineers. After investigating the field, she chose civil engineering as her course of study. On her first day working for Youngblood, Tyler & Associates, she was given a subdivision layout to design. She still delights in visiting that subdivision and seeing the results of her first work. Anne now has over 20 years experience developing residential, commercial and industrial projects. Anne became Vice President of Engineering and Secretary-Treasurer in 2005 overseeing much of the business aspects of the Company and in 2007, became a principal with our firm. In 2008, Anne became the President of our firm while continuing her duties as Treasurer. She also continues to function as an Overall Project Manager for many elite site development projects throughout the Richmond area, and she is known for her creative solutions to difficult situations.

Anne graduated from Virginia Polytechnic Institute and State University in 1988 with a BS in Civil Engineering. She is a licensed Professional Engineer in Virginia and North Carolina and is a member of the American Society of Civil Engineers.





John T. Cochran, P.E.
Executive Vice President & Secretary

John Cochran, Executive Vice President and Secretary of Youngblood, Tyler & Associates, P.C., began working for our Company in 1977 as a Design Engineer, after working four years as a Review Engineer with the Henrico County Department of Public Works. He became Executive Vice President in 2005 as well as continuing his duties as a Project Manager on major engineering projects throughout the Richmond area. In 2008, John added the duties of Secretary of the firm in addition to his responsibilities as Executive Vice President. John works with our clients in both the public and private sector to design projects, obtain governmental approvals and supervise construction. He has over 31 years experience with our company designing residential, commercial and industrial projects.

John graduated from Virginia Polytechnic Institute and State University in 1972 with a BS degree in Civil Engineering. He is a licensed Professional Engineer in Virginia and a member of the American Society of Civil Engineers.





Keith A. Shrader, L.S.
Vice President of Surveying
Keith Shrader, L.S., Vice President of Surveying for Youngblood, Tyler & Associates, P.C., has been with our company since 1987 when he joined the Company as a Party Chief. In 1997, Keith became our in-house Field Supervisor managing the survey field crews and scheduling all work done by the crews. In 2005, Keith was promoted to Vice President of Surveying, and in 2007, he became a principal of the company. He is responsible for the quality control of our survey crews in addition to cost estimation, project coordination, boundary survey calculations and control surveys. With over 26 years experience in the surveying field, Keith instills the desire for accuracy from every member of his department.

Keith Shrader studied Civil Engineering and Surveying at Bluefield State College, West Virginia Institute of Technology and J. Sargeant Reynolds Community College. He received his Virginia Surveying License in 1995. Keith is also a licensed Land Surveyor in North Carolina and West Virginia as well as a member of the Virginia Association of Surveyors and North Carolina Society of Surveyors.




Andrew Browning, P.E.
Vice President of Engineering

Andrew Browning, Vice President of Engineering and principal with Youngblood, Tyler & Associates, P.C., started working at our firm as an intern during the summer break of his junior and senior years at Virginia Tech. Andrew began working as an Engineer-in-Training with our company in 2001. A working background in the family construction business and learning to read construction plans as a young teenager inspired Andrew to become a civil engineer. His experience in the construction industry has been an asset to his designs. Andrew likes seeing a project go from a design on paper to completion and to be able to see people living, working and enjoying a project he designed. Andrew continues to work directly with our clients as an Overall Project Manager. His enthusiasm for starting new projects, and for the civil engineering field as a whole, has won him many opportunities to use his diverse skills.

Andrew graduated from Virginia Polytechnic Institute and State University in 2000 with a BS degree in Civil Engineering. He is a licensed Professional Engineer in Virginia and a member of the American Society of Civil Engineers.





CONSULTANT


Webb L. Tyler, P.E.
Consultant

Webb Tyler has been with Youngblood, Tyler & Associates, P.C. since 1975 when he joined us as a Project Manager. He has over 33 years experience in developing residential, commercial and industrial projects. In 1981, he became a principal in the Company holding the position of Secretary-Treasurer for 25 years before becoming the President in 2006. In 2008, Webb stepped down as President but continued his employment with Youngblood, Tyler & Associates as a Consultant. He also continued as a licensed engineer with our firm. In addition to working with our clients in both the private and public sector as a Project Manager for the design and development of many prestigious projects, he also has extensive experience in traffic and transportation and was a writer of “Intersection Accident Characteristics of Rural Municipalities” for the Institute of Transportation Engineers. The Virginia School Bus Ingress and Egress Safety Study was directed by Mr. Tyler to improve traffic and safety problems for 31 schools statewide. This is in addition to directing a signing project to increase adherence to the 55 m.p.h. speed limit. He has also received the National Award for Design Excellence from the U.S. Department of Transportation and the National Endowment for the Arts for the Glenside Park and Ride Facility in Henrico County, Virginia.

Webb graduated from Virginia Military Institute where he received a B.S. in Civil Engineering and is a licensed Professional Engineer in Virginia. He is also an Affiliate Member of Home Builders’ Association of Richmond, Virginia and an Affiliate Member of the Mechanicsville Businessmen’s Association.





OTHER PROFESSIONALS


Bonnie Beavers, P.E.
Project Manager

Bonnie Beavers, a Project Manager with Youngblood, Tyler & Associates, P.C., is responsible for the design of single and multi-family residential projects and small commercial sites, including domestic water, sanitary sewer, storm sewer, and stormwater detention pond design, BMP's, etc., in conformance to County, State and Federal regulations. Bonnie assists our clients with governmental approval of these site plans. She also prepares feasibility studies, cost estimates, overall utility plans and flood plain studies for our various development sites.


Bonnie began her employment at Youngblood, Tyler & Associates, P.C. as an Engineer-In-Training in 1997. She graduated Cum Laude in 1996 from Virginia Polytechnic Institute and State University with a BS degree in Civil Engineering and a minor in Statistics




Gregory McGlothlin, L.S.
Land Surveyors Assistant

Greg McGlothlin, a Land Surveyors Assistant with Youngblood, Tyler & Associates, P.C., joined our firm in 2002 as a Land Surveyor in Training. He received his Virginia Surveying License in 2003. Greg is responsible for crew organization and scheduling, production of work maps, subdivision plats, building permit plats and mortgage surveys utilizing the latest software for computer-generated drafting. He also has extensive experience in VDOT highway and bridge layout.

Greg McGlothlin began his surveying career in the U.S. Army and attended the U.S. Army Field Artillery Surveyors School in 1984. In addition, Greg has taken classes in Surveying and Engineering at Southwest Virginia Community College, Virginia Highlands Community College, Virginia Western Community College and Robert A. Marr School of Engineering Studies at VMI.





ACCOUNTING & HUMAN RESOURCES


Carol P. Kowalski
Vice President of Finance & Human Resources

Carol Kowalski, Vice President of Finance and Human Resources, is a real success story at Youngblood, Tyler and Associates. Carol began working as the Assistant to Richard H. Youngblood, Jr., then President of our organization, in 1996. She was promoted to her current position of Vice President of Finance and Human Resources in 2006 and handles all aspects of accounting, human resources responsibilities including payroll, employee and corporate insurance plans and profit sharing/401K plans in addition to negotiating loans and monitoring investments for our organization.

Carol graduated from California State College in California, PA in 1969 with a B.S. in Elementary Education with a concentration in Language Arts. She is currently a member of the Society for Human Resources Management and Zeta Tau Alpha Sorority.
